If there are substantial mouse droppings, you should avoid cleaning out this material in a closed space. Mouse waste carries Hanta virus which can be very dangerous. You might search around equipment rental outlets for a large vacuum system where you can **** up the insulation and discharge the air outside. Otherwise the material should be treated as a biohazzard (unofficially of course). A haz-mat company would be the best option, but would cost a bunch. If you bag up the stuff, make sure you have plenty ventilation.
